Beatmap Status Notifications

Right now, rank status updates only get posted in #map-news. That works fine if you check Discord regularly, but a lot of players do not, so requesters end up missing the update entirely.

To fix that, you will now get a personal notification whenever a beatmap you requested changes status: ranked, loved, or unranked. This applies to both mapset level and individual difficulty changes.

You will get notified two ways: a notification bell on the website, and an email sent to the address on your account. This is on top of the existing #map-news post, not a replacement for it.
